Schedule 2001 President's Retreat Keynote Speaker Dr. William Harvey As vice president and director of ACEs Office of Minorities in Higher Education (OMHE), Bill Harvey coordinates the Commission on Minorities in Higher Education, lends technical assistance on diversity issues to colleges and universities, and monitors the formulation of federal policies, regulations, and programmatic activities that affect the participation of minorities in higher education. To advance ACEs agenda of building diversity and opportunity on the nations campuses, Harvey also develops strategies and practices that will increase the participation and persistence of under-represented and under-served groups in all facets of the nations higher education institutions. Prior to assuming his position in July 2000, Harvey was dean of the School of Education and deputy chancellor for education partnerships at the University of Wisconsin-Milwaukee. A 30-year veteran of postsecondary education experience, he has served in faculty as well as administrative positions. Harvey has written and spoken on various topics dealing with diversity in higher education, including tolerance, racism and race relations on campus, and obstacles facing African-American and Hispanic scholars and students. Harveys publications include Grass Roots and Glass Ceilings: African American Administrators in Predominately White Colleges and Universities, 1999; New Directions for Community Colleges: Creating and Maintaining a Diverse Faculty, 1994; and Affirmative Rhetoric, Negative Action: African American and Hispanic Faculty at Predominately White Universities, 1989. Harvey received a doctorate of education in anthropology and a masters in education from Rutgers University. He received a bachelors degree in English from West Chester University in Pennsylvania.
