Les posted an apprenticeship flowchart on “our” Internet Website, http://web.mnstate.edu/vacmte.  The page is visual, simple, and prints out cleanly on one part.

We deferred further discussion on apprenticeship.  We want Danny to take the lead regarding where we go with apprenticeship.

Three topics were proposed as issues we want to explore.

Web Portal.

VA should develop a web portal that students and schools can access.  Students, using a pin number, should be able to view their VA education record.  Schools, using a pin number, should be able to view that part of the student’s education record that is germane to schools.

Faith agree to write a proposal about a web portal.  Faith will send her proposal to Les, who will do two things: (1) Add a section about security, and (2) Post the proposal on our Internet site.  Les offered to prepare a database that portrays a web page that depicts what an education web portal page might look like.

Faith noted that Dave Guzman (NAVPA and a BPR member) is putting together a web portal proposal.  Faith agreed (the recorder is senile and may be imagining this agreement) to contact Dave about his proposal to see how his proposal relates to our proposal.

Bob will contact VA Central Office to ensure we have the equipment to access the Internet at our meeting in Orlando.  Les plans on bringing his laptop.  We want a projector (with sound in case Les embeds stirring MP3 music into the presentation) so that everything we post on the Internet can be viewed at the conference.

VaCert.

VA should focus its attention on VaCert and ET/FTP CERT.  Since we have limited resources, we should discontinue developing alternations and variations of VaCert.

Faith agreed to write a proposal about VaCert ET/FTP Cert.  Michele agreed to write a section about “mandating” the use of VaCert.  Michele’s section will describe the mandate the Department of Education has for financial aid.  Michele will forward her section to Faith, who’ll incorporate it into her section.  Faith will forward everything to Les, who will post it on our Internet site.

Two issues will be incorporated into the proposal.

1.        VA should incorporate other education programs into VaCert, starting with chapter 31, Vocational Rehabilitation.  Chapter 31 should be immediately incorporated into chapter 31 and Vocational Rehabilitation and Employment should be “mandated” to use it.

 2.        VA, in its development of VaCert, must pay attention to the ever changing IT world.  A system must be in place to identify things that effect VaCert.  An example is Windows 2000 and VaCert’s incapability with Windows 2000.  An individual should be responsible for identifying issues that effect VaCert  and VA must take responsibility for addressing those issues immediately.  It does not appear that issues like Windows 2000 incapability are being addresses currently.

TEES (The Education Expert System)

VA is developing TEES.  Here’s the current description of the TEES initiative.

The Education Expert System (TEES) will redesign the current stovepipe education payment systems into one education payment system. The redesigned system will be developed for the corporate environment in accordance with VBA’s VETSNET methodology.  For all training types, TEES will:

·         Determine a veteran’s entitlement and eligibility for education benefits,

·         Apply benefit-specific business rules for processing each claim to a decision,

·         Process enrollments and payments, and

·         Provide letters, reports, accounting, and audit trails.  

TEES will be implemented in two phases.  Phase 1 will include the development and data conversion for On-Line Approval File (OLAF) and Out of System Award Processing (OSAP) to the corporate environment.  OLAF contains information on the approved training institutions and is used by both Education Service and Vocational Rehabilitation and Employment Service.  OSAP will provide eligibility tracking and payment for Flight, Correspondence, On-the-Job Training and Apprenticeship benefits available under Chapters 30, 1606 and 35.  Phase 1 implementation is planned for the end of calendar year 2002.  Phase 2 includes the expert processing system and the conversion of the current BDN based payment systems for Chapters 30, 1606 and 35 to the corporate environment.  Phase 2 implementation is planned for the end of calendar year 2004.

Bob agreed to contact the individuals responsible for TEES to find out as much as possible about TEES development and components.  We want to know how TEES effects the proposals we’re considering.  We also want to make sure that the development of TEES addresses the issues and concerns we have.

Bob will share his findings with everyone, and we’ll go from there.

To the extent possible, we need to get all the things noted above completed and posted before our next conference call.  Everything that needs to be forwarded to Les should be forwarded no later than Tuesday, June 26th so that he has time to review it and post it on our Internet site by Friday, June 29th, so that it’s available for our next conference call.

We agreed to schedule a third and final conference call for our subgroup.  The call will we scheduled for Monday, July 2nd.  Bob will schedule the call and let everyone know what happens.
